
Principal Secretary for the Department of e-Government in the Ministry of Information and Digitalization, Stephen Mjuweni, has reiterated the Government’s commitment to promoting sanity and standardization in the implementation of digital initiatives under the Digital Malawi Acceleration Project (DMAP).
He made the remarks yesterday during a stakeholder consultation meeting on the Commercial Transaction Manual (CTM) Models in Blantyre, which the Ministry held in collaboration with the Public Private Partnership Commission (PPPC) with support from the World Bank-funded Digital Malawi Acceleration Project (DMAP).
The Commercial Transaction Manual (CTM) is being developed by consulting firm Ernst & Young (EY) and will serve as a strategic and operational guide for implementing the connectivity component of DMAP.
According to Mjuweni, the CTM will provide a coherent framework for deploying scalable, secure, and cost-effective digital public infrastructure, particularly targeting underserved areas and priority public institutions.
“The CTM will serve as a guiding compass, ensuring that as we engage in commercial and digital transactions, we do so with integrity, accountability, and foresight,” Mjuweni emphasized.

In his remarks, PPPC Chief Executive Officer Patrick Kabambe echoed Mjuweni’s sentiments, emphasizing the CTM’s central role in supporting the delivery of digital connectivity infrastructure to 2,500 government sites nationwide.
“The CTM will provide the foundational basis for the procurement and implementation of the digital connectivity infrastructure under DMAP, supporting the Government’s objective to reach unconnected populations and institutions with high-quality, affordable broadband service,” Kabambe said.

One of the participants and beneficiaries of DMAP, Alexious Chipalamwazani of the Malawi Research and Education Network (MAREN), commended the initiative, noting that the manual will help ensure sustainable and transparent partnerships in expanding connectivity to the education and research sectors.
“The manual will guide equitable cost-sharing and promote long-term service continuity across academic and research institutions, in line with the objectives of the Digital Malawi Acceleration Project,” Chipalamwazani said.
